    Dominic has over a decade of experience working across the energy supply chain, with particular emphasis on policy and regulatory engagement with market bodies.

    Dominic has a combined bachelor’s degrees in Law and Arts from the University of Newcastle with a focus on climate and environmental law.

  • Jarrod Ball
    Board Member, Australian Energy Regulator (AER)

    Session: Reviewing payment difficulty protections in the AER’s National Energy Customer Framework (NECF)

    Jarrod Ball was appointed a Board Member of the Australian Energy Regulator in May 2023.

    Prior to joining the AER, Jarrod was Chief Economist at the Committee for Economic Development of Australia (CEDA) leading their economic research and advocacy. He has over 20 years’ experience in public policy, government relations and economics, working across state and federal governments and major Australian companies such as EY and BHP. Jarrod has provided economic and policy advice to governments across the energy, transport and telecommunications sectors, including as a lead adviser on microeconomic reform in the Victorian Government.

    Jarrod has also held several board and committee positions across government and business and until recently was an Adjunct Associate Professor at Deakin Business School.

    Jarrod holds a Masters in Economics from Monash University, and a Bachelor of Business and Bachelor of Arts from the University of Southern Queensland.

    Ben Barnes is General Manager Corporate Affairs, a role he has held since August 2022. He joined the AEC in July 2018 as Director Retail Policy and was promoted to the role of General Manager, Retail Policy in April 2020.

    Ben Barnes assumed the role of interim Chief Executive of the Australian Energy Council from April to September 2024.

    Prior to joining the Council, Ben was a Regulatory Manager at Red Energy for seven years, responsible for consumer protections and distributed energy regulation.

    He has more than 13 years of experience within the energy sector, with extensive knowledge of retail energy markets, regulatory frameworks, communications and stakeholder engagement.

    Dr Ron Ben-David currently holds a Professorial Fellowship with the Monash Business School and Monash Sustainable Development Institute. He is the principal of Solrose Consulting and an associate of Utilities Regulation Advisory (URA). Between 2008 and 2019, he served as full-time chair of the Essential Service Commission (Vic) where he led far-reaching reforms in many areas of regulation administered by the commission. Prior to his appointment to the commission, Ron was a Deputy Secretary in the Department of Premier and Cabinet (Vic) and headed the secretariat for the Garnaut Climate Change Review. Ron is a board member at Climate Works Australia, the Consumer Policy and Research Centre, and the Regulatory Policy Institute (A-NZ). He is an advisory board member for the Centre for Market Design at the University of Melbourne, a member of the AER’s Consumer Reference Group and Consumer Challenge Panel, and Melbourne Water's Liveability Panel.  In July 2022, Ron was appointed to the Victorian Gambling and Casino Control Commission as deputy chair.

    Tom Carroll is the Senior Manager of Market Modelling and Analytics at Iberdrola Australia where he helps shape the company’s strategic decisions by combining statistical and economic analysis of electricity markets. This includes long-term forecasting for investment decisions as well as helping manage its generation and retail portfolio. With a strong background in economics and energy markets, Tom has over eight years of experience in providing critical insights for Australia’s evolving energy landscape.

    Before joining Iberdrola Australia, Tom worked as an economist at Frontier Economics and Deloitte Access Economics where he advised clients on a range of topics relating to energy markets, policy development, and regulatory economics. Tom holds a Bachelor of Economics and Bachelor of Science (Mathematics) from the Australian National University and a Bachelor of Commerce (Honours) in Economics from the University of Melbourne, where he graduated with First Class Honours. His deep expertise in market modelling and economic analysis has made him a trusted voice in the energy sector.

Alex has worked directly on facets of the wholesale and retail rules for Australia and is presenting to the 2024 CIGRE Session in Paris on energy market regulation, models for an end-to-end electricity market, approaches to integrating community energy resources and the development of the retail market in Australia.

    Jo De Silva is the General Manager Retail Policy at the Australian Energy Council. Previously, Jo was a senior leader at the Australian Energy Market Operator (ISP Consumer Panel) and Energy & Water Ombudsman SA, experienced in representing the long-term interests of different cohorts of energy consumers in regulatory and technical processes. Jo has served as a member of the Energy Security Board Stakeholder Steering Group and the National Customer Code Council for Comparators and Moving Services.

    Jo was a member of the Australian Energy Regulator Consumer Reference Group, all four Energy Security Board National Energy Guarantee Technical Working Groups and the Australian Energy Market Commission System Security Technical Working Group. Heading up energy policy at the South Australian Council of Social Service for around a decade, Jo convened the National Consumer Roundtable on Energy and was an inaugural member of the AER’s Consumer Challenge Panel. Jo is a former Judge of the South Australian Premier’s Mining and Energy Awards.

    Gavin was recently appointed National Director Energy Policy and Research of St Vincent de Paul Society Australia, but has worked in the social services community welfare sector for over 30 years, undertaking social research, policy evaluation and advocacy with a specific focus on essential gas, water and electricity services.

    Gavin is also a consumer representative of a number of industry and government committees including: Yarra Valley Water community advisory group; Victorian, NSW electricity and gas distribution company consultative committees; and a member of the AER and ESC customer consultative groups. He is also a Board member of Energy Consumers Australia and a previous member of the AEMC reliability panel and AEMO’s ISP consumer panel.

    Stephen brings extensive international and domestic experience in customer strategy and loyalty, building strong consumer brands, marketing, data, digital technology, channels to market and industry disruption.

    He has previously held Chief Executive roles at Real NZ, Tourism New Zealand, Loyalty New Zealand, and Razorfish in the United Kingdom.

    With a strong interest in sustainability, Stephen was also involved in The Aotearoa Circle as a non-executive director and trustee.

    He holds an MBA from the University of Cambridge, United Kingdom.

  • Mark Feather
    General Manager, Policy, Australian Energy Regulator (AER)

    Mark Feather is highly experienced in energy policy and regulation. He came to the AER from Victoria’s Department of Economic Development, Jobs, Transport and Resources where he advised on energy transition and policy issues as they impact industrial customers. Earlier this year, he joined the AEMC on secondment, working on assessing opportunity cost claims from the June 2022 market events, the AEMC’s Compensation Framework Review and various rule changes.

    Prior roles include Executive Director of the Energy Policy and Programs Branch of the Victorian Government’s Department of Environment Land Water and Planning, and Director of the Australian Energy Market Commission’s wholesale, environment and transmission division. He also worked with Ofgem in the UK for a 10 year period, as well as Victoria's Department of Treasury and Finance and the ACCC.

    Session: How next generation smart meters and AI can unlock the customer transition

    Scott Hamilton is an author, researcher and policy advisor. He is Adjunct Associate Professor at the Department of Chemical and Biological Engineering, Monash University and is Senior Advisor to the Smart Energy Council, a peak industry body in Australia. He is an expert in renewable energy, green hydrogen, energy transition, natural resource management and climate change.

    As an Executive Director of Renewable Energy for the Victorian Government, he led the delivery of renewable energy policy across Victoria. He was instrumental in developing the NSW Electricity Strategy and Renewable Energy Zones in NSW. He also works with local governments to transition from fossil fuel to renewable energy-based economies. Scott is a non-executive Director of the not-for-profit company Hi Neighbour, helping workers transition in the Illawarra region in NSW.

    His book, Sold Down The River - How Robber Barons and Wall Street Traders Concerned Australia's Water Market, traverses the energy, waste and water nexus. Scott's new book, co-authored with John Brumby and Stuart Kells, is titled 'A Better Australia - Politics, Public Policy and How to Achieve Lasting Reform' and was published on 22 October 2024. He writes regularly for the Mandarin and other publications.

    His work on the integration of CER and DER with the operation of the central electricity supply system has included assignments for the AEMC, AER, AEMO, DCCEEW, ARENA, ESB, DEECA (VIC), OCCEE (NSW), Energy Queensland, Synergy, CEC, and AEC.

    At the AEMC Andrew is responsible for leading the strategic direction and delivery of comprehensive market design Reviews and Rule Changes to provide policy recommendations that inform decision-making and support the achievement of strategic objectives. 

    Focusing mostly on the wholesale and retail components of the energy sector, Andrew’s current work priorities include projects on Consumer Energy Resources, consumer protection frameworks, future wholesale market design and supporting reliability.

    Andrew brings proven success in regulatory, program and policy development, implementation and advocacy; building, leading and motivating teams; and identifying strategic directions, implementing change and delivering customer-focused outcomes and reforms. 

    Andrew has over 20 years’ experience working in and around energy in a variety of roles, and brings perspectives from his time at government agencies, an energy peak body, energy market participants and ministerial offices. He has held senior executive positions with a strong focus on developing and implementing strategies and programs for energy market reforms, policy and regulatory analysis and development, consumer protection and support, stakeholder engagement and technical regulation.

    MarketWise founder, Dr. Veronika Nemes has over 20 years experience in market design, policy, and regulation that spans across consulting, government and academia.

    Prior to becoming the Director establishing MarketWise Solutions, Veronika was a Director at the Australian Energy Market Commission (AEMC) and in that capacity she completed various rule changes and reviews of the Australian electricity and gas markets. Prior to joining the AEMC, Veronika held various senior positions within the Victoria Government and has provided advice in relation market design and policy issues relating to renewable energy and climate change. Veronika was a member of the expert panel tasked to design an auction for allocating emissions permits for the Carbon Pollution Reduction Scheme (CPRS).

    As a consultant in the financial services area for Accenture, Veronika implemented and tested electronic trading applications for clients in the financial services industry such as the European Energy Exchange and the Chicago Board of Trade.

    Veronika holds a Ph.D. in Economics from Melbourne University where she is currently an Adjunct Lecturer at the Faculty of Business and Economics, and a Senior Associate at the Centre for Market Design. Veronika has published articles in leading economics journals in the areas of market-based policy instruments and testing markets using experimental economics.

    Sarah was appointed Chief Executive Officer in August 2023. Sarah joined the commission as Executive Director of Energy in April 2021. Sarah has degrees in law and arts from the University of Adelaide and has extensive experience in economic regulation and the energy sector, including six years with the Victorian Government, a decade at the Australian Competition and Consumer Commission and experience as a competition lawyer in the private sector.

    Evette Smeathers is the Executive General Manager of Horizon Power’s Customer and Community division, which encompasses end-to-end customer servicing, commercial accounts, community engagement, marketing, digital experience, and customer project delivery. 

    She has held roles spanning the full energy value chain during her nineteen years in the industry, and embodies Horizon Power’s regional business model, covering Horizon Power’s entire service area from her hometown of Karratha. 

    Evette has also held numerous board and committee roles including twelve years as a Councillor at the City of Karratha and Chair of their Audit and Risk Committee.

    She is passionate about ensuring that the customer is at the core of decision making and focused on enabling equitable access to renewable energy.

    Mark has over 35 years’ experience in the energy industry and has been engaged in many areas within the electrical sector, including Regulation, Operations Management, Asset Management and Business Transformation. He is currently responsible for leading the asset management and operations teams at SA Power Networks, ensuring the South Australian distribution network remains safe, reliable, and is well positioned to support customers' new needs, as South Australia transitions to a decentralised, decarbonised energy system.

    Mark holds a Degree in Electronic Engineering and several post-graduate qualifications. He is also a Director, and chairs the Corporate Governance Committee, of ElectricSuper.

    Lesley has more than 15 years of customer engagement experience, including significant experience within the banking and finance sectors.
     
    She joined Synergy in January 2022 and was appointed Executive General Manager, Customer, in August 2022. Lesley is responsible for delivering exceptional customer service and innovative solutions to enable and support Synergy’s customers to meet their changing energy needs. Her team works to leverage market insights for application across the sales and customer experience.

    She holds a Graduate Certificate of Business (Leadership) from Edith Cowan University.

  • Catherine Wolthuizen
    Ombudsman and Chief Executive, Energy and Water Ombudsman Victoria (EWOV)

    Session: PANEL DISCUSSION: Are we giving enough priority to fairness and transparency in price formation?

    Catherine has experience in leadership positions across utilities, financial services and professional services.

    Prior to joining EWOV, Catherine was the Customer Advocate at NAB, working in a senior role with the Board and Executive of one of Australia’s largest organisations to improve dispute resolution and customer outcomes. She has a track record of leadership in Australia and the UK, with a particular focus on dispute resolution and fair outcomes in regulated markets. Catherine held the position of Ombudsman at the UK Financial Ombudsman Service for seven years and led that organisation’s systemic issues and external engagement function. She has also held positions as Board Director of the Australian Telecommunications Industry Ombudsman, Chair of the Consumer Policy Research Centre, Panel Member at the Australian Financial Services Ombudsman, Chair of the Economic Abuse Reference Group and is a current Board Director of the Victorian Legal Services Board.
